Actually there is a fantastic course on dealing with difficult people that categories them into four different groups and offers techniques on how to best work with them. It is now available in a self-paced online environment - might not be as valuable as in the class, but I think it’s probably a good investment for about $99. Your manager should be dealing with this type of behavior. Refuse to be drawn in to the type of behavior you describe. Get a list of job openings for the State of Texas and maybe there is a job available in management of some sort.

Call HR and make a formal complaint.
